Assign issue to role member

Since v 2.6

This post function will assign the issue to a member of the selected role, following this strategy:

1. If the role has default members who can be assigned to the issue, one of them (randomly selected) will be assigned.

2. If the role has members in the project who can be assigned to the issue, one of them (randomly selected) will be assigned.

3. Otherwise, no changes will be made to the issue assignee field.
